Instead, an engine, sometimes even referred to as 'the Chaos Engine', would've been the one to name this insurgency. It's a much better excuse for there being a Chaos Insurgency than it simply being a bunch of idiots who thought 'Chaos Insurgency' was a good name for their paramilitary. Since the Foundation's universe actively makes a point that there's no canon, this is my headcanon. Only giving MTF gimicky counters to 1 or none SCPs that are in the round. Meanwhile facility lockdown makes chaos spawn just as frequent, Encourages people to team with SCPs. Everyone but the Engineer and the rest of Delta Command have knowledge on the Engine, so the average CI shouldn't feel anything strange. SCPs are encouraged to kill chaos in SCP SL since its so satyisfying and rewarding to play as a SCP and kill people. I didn't look into this more deeply until now, so forget my suggestion completely. Only Delta Command know of the Engine's existence, a member of which is basically the prophet of the Insurgency, being in constant telepathic communication with the Engine.
When equipped, doors can be opened as long as the keycard used has the correct privileges and access levels. In short, the Chaos Insurgency is unknowingly working to set out 'the Plan' of an anomalous engine, simply called 'the Engine'. Keycards are a group of items in SCP: Secret Laboratory, which are used to gain access to various utilities within the facility and access to different segments of the facility that would otherwise be locked off.
